During war/battle for a city, instead of molotov cocktails,

you start shooting or firing up their fuel stations. In a city how many fuel stations are there?

about 35 gas stations per 100,000 people.

The larger a city is, the more gas stations it will have.


Suppose if the russians attack NYC or LA, they'll target your fuel pumps, if there is no nuclear exchange. Similarly americans may attack chinese or russian fuel stations in their major cities.
